(SOS31) Update Topic Author when Changing File Submitter

This hook will update topic, post and forum info with the new file author. This doesn't happen if you're using IP.Downloads 2.3.0 or 2.3.1 and change the file submitter.

This bug bug will be fixed in IP.Downloads 2.3.2, which will be relesead when IP.Board 3.2.0 is relesead, according to IPS.

Compatibility:

• IP.Board 3.1.4+
• IP.Downloads 2.3.0 & 2.3.1

• Bug already reported.
