I have a group that is not allowed to create gallery albums, neither global, nor private. Ignoring this permission, when creating or editing blog entry, there is a section in the entry Entry Album with tip No albums available. And link "Create New Gallery Album", even if the user does not have permission to create albums in Gallery, neither global, nor private.
Desired behavior:
1. Do not show the link "Create New Gallery Album" to users who do not have permission to create an album.
2. Disable the section (hide) entirely if user does not have available albums AND does not have permission to create a new album.
