No shouts on board index

Have upgrade board to 3.1.1 and also shoutbox but Members cannot shout on the board index but when you go into the shoutbox itself, you can shout. None of the buttons work on the board index. Only work inside the shoutbox.

I am using the Clean Cut skin.
