At Projects > Editing [Project] > Project Fields > Version Management > Project Versions, if there is a Project Version that is set to 0, that Project Version will not be displayed on the front-end.
This was tested in Chrome on Windows 7, with IPB 3.2.3 installed, and having run all IPT rebuild/recache/resynchronize tools.
